THE FLEET
The Fleet are the current incarnation of the Ocean Explorers; a foundation originally set up by AESA (American and European Space Agency) to learn more about the oceans on Earth and other planets. AESA abandoned the Ocean Explorers project early in its development due to lack of funding, but John Smithers, the captain of an Ocean Explorers sub managed to keep it alive and build it into what it is today.
VIPERS
The Vipers are a rebel group, also based on Earth, who are the enemies of the Fleet. |  |
